Transfers
Carrollton-Farmers Branch ISD is very pleased to offer school choice! We provide families the opportunity to apply for a best-fit school.
We welcome transfer students to apply, those who live inside and outside district boundaries. Space is limited.
CFBISD offers an open transfer window annually for the upcoming school year (March 31-April 15, 2022). Current students may only request transfers during this window.
- Open to current and new CFBISD students in grades PK-11 (will be grades PK -12 in 2022-23)
- The transfer form is accessible at https://go.cfbisd.edu/programs-of-choice-application/
- Transfer requests submitted in this window will receive a decision by May 15, 2022
Once the transfer windows closes, transfer requests may be accepted under the following circumstances:
- Students who live outside the district who would like to request an OUT of district transfer prior to enrollment/attendance
- Current CFBISD students who have moved out of the district and would like to request a transfer to remain at their current campus
- Current CFBISD students attending on an out of district transfer who forgot to make the required annual transfer request to remain at their current school or next year feeder school
- Current CFBISD students whose parents are CFBISD employees who have experienced a campus reassignment or been newly hired after February 21 and need to request a related transfer

Transfer & Admission Procedures
General Information
Carrollton-Farmers Branch ISD (CFBISD) is accepting applications for:
- Transfer (in district, ID) current CFBISD students wanting to attend another CFBISD school (not their home campus)
- Out-of-district Transfer (out of district, OOD) students living outside of the CFBISD attendance boundary who want to attend a CFBISD school.
The number of openings for in-district and out-of-district Transfers is limited and will be determined by CFBISD administration, based on campus and grade level capacity, growth projections, teacher allocations, and/or other administrative considerations. The CFBISD Board of Trustees reserves the right to discontinue the Transfer/Admission process at the end of any successive school year.
There is a tuition fee for students applying for the Early Learning (Parent Pays for PK) Academy.
Transportation
School bus transportation is NOT provided to transfer students. Transfer students must be delivered and picked up on time. Requesting and accepting a transfer constitutes a parent’s assurance that safe and timely transportation will be provided to and from the approved campus. A transfer may be revoked if the parent does not provide a safe and timely transportation.
Application Standards
All applications for Transfer/Admission are required to meet the following standards. The student must:
- Offer proof of 90% attendance for the previous semester and the most recent grading period.
- Pass all classes currently enrolled and for the last semester completed.
- Pass all portions of the latest state test/assessment exam. Students from home school, private school, or non-accredited school must show satisfactory achievement on district approved assessments.
- Have a positive behavior record verified by:
- Conduct grades on the report card (OOD)
- Teacher notes on the report card (OOD)
- No disciplinary office referrals that resulted in suspension (in school, out of school, emergency action)
- No disciplinary infractions that resulted in placement at: Disciplinary Alternative Education Program (DAEP), or Juvenile Justice Alternative Education Program (JJAEP) during the current year and prior school years. (OOD and ID)
Application Procedures
- Parents may submit an application to attend a CFBISD school that is outside their attendance zone at any time during the transfer period.
- Parents will complete the application by selecting Apply Now at https://www.cfbisd.edu/choice
- Parents will be notified in writing of acceptance or denial of the application.
- If the parent decides to reject the approval, he/she should notify the office of student services in writing.
- After acceptance, the parents may complete online enrollment at https://cfb.teams.hosting/registration
- Transfer/Admission requests may be placed on a waiting list and action will be taken when and if space becomes available.
Approval
Students will be approved for Transfer/Admission based on space and program availability and upon meeting all required criteria.
Denial
Reasons for denial of application include:
- History of poor attendance, late arrivals, late pick-ups, and/or disciplinary infractions.
- Falsification of information on the application and/or related documents.
- Failing grades.
- Failings TAKS/STAAR scores.
- Failure to meet district criteria for Transfer/Admission.
- Limited space availability.
- Limited campus staffing.
- Elementary projection not to exceed building capacity at a designated campus.
- Secondary projection not to exceed building capacity at a designated campus.
Reasons for Revocation at the End of the School Year
- Failure to abide by the rules specified in the CFBISD Student Code of Conduct
- Student commits a disciplinary infraction that mandates removal to the DAEP or JJAEP
- Documented pattern of late arrivals, late pick-ups, and/or poor attendance
- Student charged with committing a felony offense
- Falsification of information
- Failure to meet the enrollment criteria annually
- Building capacity
Procedures for Revoking Transfer/Admission:
- During the fall semester, the campus administrator and the Office of Student Services will review transfer students’ grades, attendance and discipline. Those students who do not meet the transfer criteria will be notified that revocation may be considered.
- The campus administrator must notify the parent of the revocation and the reason(s) for the revocation at the end of the school year.
Other Notes
- The CFBISD Board of Trustees may expand or discontinue the Transfer and Admission policy at the end of any given school year.
- There is no guarantee that siblings will be approved to attend CFBISD, or a specified campus through the Transfer and Admission process.
- All Transfer and Admission students must submit a new application when moving from PreK to Kinder or requesting to move to a different feeder pattern school after 5th and 8th grade.
- Transfer/Admission applications may be placed on a waiting list and action will be taken when and if space becomes available.
- If your child is otherwise eligible for a Signature Program/Academy and your child has an Individual Education Program (IEP), acceptance will be contingent on Admission, Review, and Dismissal Committee (ARDC) action.

Out-Of-District Transfer Guidelines
Per Board Policy FDA (LOCAL), the district will consider requests for transfers from students who reside outside the boundaries of CFBISD. The applicant should give careful consideration to this transfer request and should fully understand the rules and regulations and investigate the future eligibility of the student as affected by local district guidelines and University Interscholastic League (UIL) rules. Transfers will be considered subject to the following:
1. School to school transfers are not permitted during the school year. Transfers may be requested during the following times:
a. Current CFBISD students: for the following school year during an open transfer window
b. Current CFBISD students who have moved and want to remain at their current campus: year-round AFTER the
move
c. New CFBISD students: year-round PRIOR to enrollment.
2. Approval shall be based on the following:
a. Available space at the requested campus and future schools in the feeder pattern, as determined by the district
b. In the prior year, the student had no more than 8 unexcused absences and no more than 10 unexcused late arrivals
to school and total attendance was 90% or better
c. In the prior year, the student was not expelled or placed at DAEP, and did not engage in persistent misbehavior (3
or more office referrals)
d. Passing all classes (most recent semester for secondary, most recent yearly average for elementary)
e. Other geographic, grade level, and enrollment considerations as determined by the district
3. Once approved for a transfer, an inter-district student will automatically remain within the feeder pattern through the level unless another transfer request is submitted and granted to attend a different school and/or feeder pattern for the next school year, or specified otherwise, the school becomes overcrowded, or the district revokes the transfer. If the enrollment of a school or class reaches capacity, Carrollton-Farmers Branch ISD administration reserves the right to return transfer students to their home district. All Transfer/Admission students must submit a new application when moving from PreK to Kinder or requesting to move to a different feeder pattern school after 5th and 8th grade.
4. The parent and student accepting a transfer agree to abide by the receiving school's standards for academic progress, attendance, discipline, and parental cooperation.
5. School bus transportation is NOT provided to transfer students. Transfer students must be delivered and picked up on time. Requesting and accepting a transfer constitutes a parent’s assurance that safe and timely transportation will be provided to and from the approved campus. A transfer may be revoked if the parent does not provide safe and timely transportation
6. Transfer students are subject to the University Interscholastic League (UIL) rules and local District guidelines. A student may not transfer to a different school for the primary purpose of participation in extracurricular activities. Detailed eligibility guidelines are available and should be investigated fully. A student who participates in extracurricular activities must clearly indicate the intent to participate and the history of schools attended to assist in the determination of eligibility. Transfer students in grades 6-8 may participate in all activities.
Athletics: In most cases transfer students in grades 9-12 can expect to be ineligible to participate in varsity level competitive athletics for a period of at least one year from the first date of attending the new campus. Transfer students who elect at a later time to reverse their transfer and return to the home campus will be ineligible for a period of one year from the date of first attending classes at the home school.
7. Transfer applications will be approved or denied by the Office of Student Services. Parents will be notified, by email, of the approval or denial of the transfer request.
8. Transfers may be revoked at any time if the Superintendent or designee determines the student is in violation of transfer policy criteria, a return to the zoned campus is in the student’s best interest, or a school no longer has available capacity
In-District Transfer Guidelines

4. A student may request a transfer to a different school and/or feeder pattern for the following school year only during an open transfer window.
5. A student may request to cancel a transfer and return to the campus zoned for his/her address at the end of a school year. Return to the zoned campus is not guaranteed during the school year.

Transfer Appeals Process
Complaints concerning intradistrict transfers or campus assignment shall be submitted in accordance with FDB.=Any appeals shall be made in accordance with FNG(LOCAL) and GF(LOCAL), as appropriate. The forms for filing a complaint are available in the Office of Student Services.

When can I request a transfer?
In-district transfer applications are allowed for current CFBISD student for the following school year during an open transfer window or when a current student moves and wants to remain at his or her current campus year-round AFTER the move. School to school transfers for current students are not allowed during the school year. New students to CFBISD may request a transfer outside of these windows, prior to enrolling or attending in the district.
Who can request a transfer?
CFBISD accepts transfer applications to attend a school other than the one zoned by address. Any student who lives in the boundaries of CFBISD and children of CFBISD employees. Additionally, the district accepts transfer applications from other students who reside outside of CFBISD.
What are the eligibility requirements to receive a transfer?
In the prior year students must have no more than 8 unexcused absences, no more than 10 unexcused late arrivals to school, and total attendance (excused and unexcused) must be 90% or better. Also in the prior year, the students must not have been expelled, placed at DAEP, or engaged in persistent misbehavior (3 or more office referrals). Students must also have passed all classes (most recent semester for secondary, last yearly average for elementary).
What if I move and want my child to stay at his or her current school?
We accept transfer requests year-round for students who have moved out of the attendance zone and would like to remain at their current school. After you have moved, please bring the first gas, water, or electric bill to your student’s campus so they can change your address in our system. Then contact the Office of Student Services to gain access to transfer application system to complete a transfer request. If the student meets transfer eligibility guidelines and there is available space, he/she will be allowed to remain at the campus.
What if I want my child to participate in a program of choice?
CFBISD offers opportunities for participation in several programs of choice including its STEM Academies, Fine Arts Academies, High School Academies, Dual Language programs, International Baccalaureate, and more. These programs require a separate application process and should NOT be requested through the district’s transfer form.
My child is in the Dual Language program... do I need to ask for a transfer each year?
If your child is an English language learner and has been placed at an elementary campus by the LPAC committee to receive dual language as a service, that is NOT considered a transfer. Your child will attend the middle school zoned for your address, not the feeder middle school for this elementary campus. If you would like your child to attend a specific middle school not zoned for your address, you will need to request a transfer during an open window in your child's 5th grade year.
If your child is a Spanish language learner and asked for a voluntary transfer to a different elementary school to participate in the Dual Language program to learn Spanish, this IS considered a transfer. Under recent changes to Board Policy FDB, this transfer is in effect for your child to remain in the transfer feeder pattern through 12th grade.
UIL Athletics & Transfers (FAQ's)
- Can my child play varsity if we do not live in the school’s attendance zone?
- Per the UIL, to be varsity eligible, a student must live in the attendance zone of which the campus is located. If a student does not live in the attendance zone of the campus he or she has enrolled in, then the student athlete must sit out for one year of “varsity” athletics. The student athlete can still play on sub varsity teams during this one year of ineligibility.
- What if my child enrolls into an academy or CTE program at a campus that we do not live in that attendance zone, will he or she be eligible to participate at the varsity level?
- CFBISD offers different Academy and CTE programs at all four high schools. The student athlete would be eligible to participate at the varsity level IF this is the “first opportunity” to participate at the campus. First opportunity means that the student athlete is enrolling as a freshman into an Academy or CTE program offered at the campus that he or she is enrolling in as an incoming 9th grader and must have a letter of acceptance to be granted first opportunity to participate at the varsity level.
- What if my child enrolls into an Academy or CTE program as a sophomore, junior or senior and this causes my child to switch CFBISD schools; would my child be able to play varsity sports?
- No, unfortunately, the student athlete established varsity eligibility upon enrolling in their home campus as a freshman, therefore loses one year of varsity eligibility. The student athlete may still play on the sub varsity teams.
- What if my child enrolls into an Academy or CTE program, and does not like it and wants to return to his or her home attendance zone high school. Is he or she eligible back at their home campus?
- No, the student athlete would be ineligible to play varsity sports for one year from date of enrollment back into the home campus as the student athlete was granted varsity eligibility for “first opportunity” at the previous school. He or she may play on the sub varsity teams for that one year of ineligibility.
- What if my child lives in the CFBISD extended zone which is located outside of the school district, can my child play sports in high school?
- Yes, however, the student athlete would only be eligible for sub varsity sport teams due to living in another school district’s attendance zone. Per UIL, the student athlete loses one year of varsity eligibility but can play on a sub varsity team during this one year of ineligibility.
- What if one of my children was declared varsity eligible by attending an Academy at a one of the high schools but my other child who does not want to attend an Academy program but just wants to go to the same school as the older sibling. Can my other child enroll in that school and play varsity sports like my other child?
- The second sibling may enroll in the school, however, if not in a CFBISD approved Academy or CTE program as an incoming freshman; living outside the school’s attendance zone would automatically cause the student athlete to lose one year of varsity eligibility. The student athlete would be able to play on the sub varsity teams.
- What if my child wants to play on a sports team for a high school that is not my attendance zone high school because my child’s club or league team mates play on that high school team?
- Per the UIL, a student athlete would be considered ineligible for transferring to or into a high school which is not the student’s home attendance zone AND is transferring for athletic purposes because club or league team mates or club are attending that high school.
- If my child transfers from one CFBISD high school to another CFBISD high school, is her or she eligible for varsity athletics?
- No, the student athlete loses one year of varsity eligibility.
- If my child decides to enroll in a 100% virtual school within CFBISD, can my child still play sports?
- Yes, the student athlete will only be allowed to play for the home campus located where the student athlete lives. However, if the student athlete lives outside the school district (extended zone area), the student athlete would be ineligible to play sports as he or she does not live in a CFBISD attendance zone to declare a home school.
- Is CFBISD a “Freedom of Choice” or “Magnet School”?
- No. However, CFBISD allows transfers within the school district and from the extended zones but that does not make a student athlete eligible to participate on the varsity level for one calendar year.
- Can my child go to school part time and play sports?
- No, all student athletes must be full time students, enrolled in CFBISD schools to participate in sports.
- What Academy or CTE programs are approved CFBISD programs for “first opportunity”?
- Academies: METSA, BIO MED, AMAT, INTERNATIONAL BUSINESS, LAW/CRIMINAL JUSTICE, INFORMATION TECHNOLOGY ACADEMY, INTERNATIONAL BACCALAUREATE, EARLY COLLEGE HIGH SCHOOL.
- CTE PATHWAYS: CULINARY ARTS (NSHS), COSMOTOLOGY (RLT), VET TECH, HOSPITALITY-TOURISM, ARCHITURE/ENGINEERING, MECHANICAL TRADES.
- If my child is accepted into and enrolls at the Virtual Academy, will my child be able to participate in UIL?
- UIL participation and eligibility for the Virtual Academy has not been determined, yet. CFBISD is waiting for guidance and the decisions of the Texas Legislature and TEA. Please check back for updates at www.cfbisd.edu/virtualacademy.
