Distribution of Compensation
Statute requires that 90% of Teacher Incentive Allotment (TIA) funds be distributed directly to teachers at the designated teacher’s campus:
- The individual TIA-designated teacher will be allocated 90% of the teacher TIA dollars for distribution.
- The District shall retain 10% of the TIA dollars to use as follows:
- to support district oversight of the implementation of TIA and ongoing development of TIA resources.
This same compensation plan will be used for designated teachers entering CFBISD with a designation and distributed as described according to their campus assignment.
Frequency of Compensation
TIA compensation is an annual allotment provided by the State and subject to availability of state funding allocations.
- TIA-designated teachers will receive TIA compensation annually based on their TIA designation and TIA state funding for their campus of assignment at the time of the class roster winter submission in February.
- Compensation will be distributed in the August paycheck, provided all information is received per TEA’s published timelines.
TRS Retirement Impact of Compensation
Deduction Information
TIA compensation amount received will include typical reductions from the allotment received to cover the cost of TRS, on-behalf payments, Medicare, Workers Compensation, and any other pertinent deductions.

Statutory Requirements for the Distribution of Allotment Funds
Statute requires that at least 90% of TIA funds be spent on student-facing instructional staff on the campus where the designated teacher works. Up to 10% of the funds can be used to support teachers in getting designated. TIA funds must be spent prior to August 31st of each year.
CFBISD’s Distribution of Allotment Funds
The district will distribute 90% of the TIA funds directly to the TIA-designated teacher. The district will retain 10% of the TIA funds to support the development of TIA resources. Teachers will receive TIA compensation annually based on their designation level earned and the campus allotment amount.
· Compensation will be distributed to designated teachers in the form of supplemental pay to be paid in a one-time supplemental pay prior to August 31st each year.
The TIA payout is subject to federal and state employer fees. The allotment will show on the employee’s pay stub as “TIA PAYMENT.” Personal employee taxes are then deducted in the amounts listed below.

Teacher Movement
- What is the district's plan for adjusting/changing the distribution of TIA funds when an eligible teacher moves to/from a campus within the district or to/from the district prior to Class Roster Winter Submission?
a. If a teacher moves campuses within the district during the school year, the teacher will receive the allotment of funds generated by
the state at the campus where the teacher is teaching during Winter Roster Verification.
b. If a teacher leaves Carrollton-Farmers Branch ISD prior to Winter Roster Verification, they will not receive TIA funds from CFBISD.
2. What is the district's plan for adjusting/ changing the distribution of funds if an eligible teacher leaves the district after Class Roster Winter Submission?
a. If a TIA-designated teacher retires from Carrollton-Farmers Branch ISD after the Class Roster Winter Submission, the teacher will
receive the funding amount allocated to them based on the TIA approved by TEA. These funds will be paid prior to August 31st.
b. If a TIA-designated teacher leaves Carrollton-Farmers Branch ISD for reasons other than retirement after the Class Roster Winter
Submission, the teacher will not receive the funding amount allocated to them based on the TIA approved by TEA. The employee
must be employed in CFB at the time of the payout in August to receive the funds. The TIA funds of a teacher who left CFB will be
re-distributed at the campus where the TIA-designated teacher was employed at the Class Roster Winter Submission.
c. A designated teacher leaving the district after Class Roster Winter Submission (last Friday in February) due to termination will
not receive their stipend. If the designated teacher is terminated prior to May, their share of the allotment will be redistributed to
the campus of the terminated teacher.
