Frequently Asked Questions About Enrollment

Students can enroll beginning 9 a.m. April 1st.

The student must be 4 years of age by September 1 to attend PreKindergarten.

To be eligible for enrollment, a child must be four years of age on September 1 of the current school year and must meet one of the following requirements:

• be unable to speak and comprehend the English language
• be educationally disadvantaged
• be homeless
• be the child of an active-duty member of the military, including the National Guard or Reserves
• be the child of a member of the military, including the National Guard or Reserves, who was injured or killed while serving on active duty
• has ever been in the conservatorship of the Texas DFPS (foster care) following an adversary hearing
• has been in foster care in another state or territory, and the child now resides in Texas
• is the child of a person eligible for the Star of Texas Award
• be the child of a person employed as a classroom teacher in CFBISD
   

Children who are eligible for Free PK, based on income, include: 

• a child who is a member of a household receiving benefits from the SNAP, TANF, State Medicaid program, or Food Distribution Program on Indian Reservations
• a child meets the requirements for participation in the National School Lunch Program. In this instance, the student’s family must provide the school district with current income documentation. Income guidelines can be located HERE (through June 2026)
   

Certainly! We offer tuition-based PreK for students who do not qualify for free PreK. The rate for the 2026-2027 school year will be posted Spring 2026. While we cannot guarantee a spot at your preferred campus due to capacity, we are committed to ensuring every child has a seat. If your first choice is full, we will work with you to find a placement at one of our other amazing PreK campuses.

In CFBISD, Pre-K students learn through exploration! We focus on the 'whole child,' meaning they will gain essential academic skills like letter and number recognition while also learning how to collaborate with peers, solve problems, and express their creativity." 

We offer bilingual (Spanish) PreK at designated campuses across the district. Any student who qualifies for bilingual PreK will be eligible for free PreK.

CFBISD offers three types of student transfers. 

• In-District Transfer: The student resides within CFBISD attendance boundaries and is requesting to attend a campus other than their residentially zoned CFBISD school. 
• Out-of-District Transfer: The student does not reside within the CFBISD attendance boundaries and is requesting attendance at a school within the CFBISD attendance boundaries. At any point in the school year, if a student moves out of the CFBISD attendance boundary, an out-of-district transfer is required. 
• Annual Renewal of Out-of-District Transfer: The student is currently enrolled in CFBISD but lives outside the district's attendance boundaries and is requesting to remain within the district at the current campus/feeder campus. All out-of-district transfer students are required to apply (“annual renewal”) each school year.

Transfer applications will open on 9 a.m. April 1st and will be available on the CFBISD website. 

It depends. If the student resides within the CFBISD attendance boundaries, a transfer is NOT required. The campus will “place” the student in the program. However, if the student does NOT reside within the CFBISD boundaries, the state of Texas requires program placement and approval of an out-of-district transfer application.

To ensure our campuses can provide the best support for every student, we look at both the student’s history and the school’s current resources. When you apply for a transfer, we will review your child’s attendance, discipline, and academic progress. Final decisions also depend on space availability—including whether the campus has room at that specific grade level and if the necessary programs are available to meet your child's needs.

All applications must include the student's most recent attendance, academic, and discipline records. However, current CFBISD students are exempt from this requirement, as their information is already available in our system.

We want to ensure every student is in an environment where they can thrive. Because special education services are not identical at every location, we carefully review each transfer request to confirm that the requested campus is equipped with the specific program or service required by your child’s IEP.

Out-of-district transfers are valid for one regular school year and must be renewed annually. Approval for one year does not guarantee, nor imply approval for subsequent years. In-district transfers do not require annual approval unless the student opts out of their approved transfer feeder pattern. For any transfer, students must remain in good standing. 

No, students who are approved for a transfer are not eligible for district-provided transportation. 

While we make every effort to keep families together, sibling transfers are not guaranteed. Each sibling must independently meet the district’s eligibility criteria (attendance, discipline, and academics). Furthermore, approvals are subject to the specific grade-level capacity and overall enrollment at the requested campus.

Yes, however, transfer students must adhere to all district policies and University Interscholastic League (UIL) rules.   

Please check your email (including your spam folder) for a notification from the district. Our team typically processes requests within 30 days. Because the transfer approval process occurs at the district level, campus staff may not have the most up to date status for your application.  If it has been more than 30 days since you applied and you still have questions, please call our Student Services office at 972-968-6500.
