Goods or services can only be obtained by an authorized purchase order issued by CFBISD.
CFBISD is NOT responsible for orders that are obtained without an authorized purchase order.

Acceptance of orders verbally or in any other manner without an authorized purchase order are at risk of non-payment.

CFBISD employees may not order goods or services without the issuance of an approved purchase order issued by an authorized official in advance.

CFBISD uses IonWave to manage prospective vendors and our electronic bidding process.

Even if you already use IonWave with another School district or Organization you will need to register with ours for access to our system.

When creating your account in IONWAVE, please consider using an institutional contact, such as "bid@123.org" or "sales@abc.com" or "purchasing@xyz.us". That way, with inevitable employee turnover, the company will always be notified of upcoming interests via a valid email account.

If your company's products and/or services are for fund raising and/or other similar student activities, you should contact CFBISD Council PTA as most such activities are handled through them.

Keeping in mind that the first duty of all district personnel is the care, safety, and education of our students, parents, and community, please do not visit any CFBISD campus or facility without a verified appointment.

Vendors can contact campus staff by phone or email to request an appointment. If an appointment is arranged, then the vendor must follow and fully comply with all campus visitor policies.

Staff members are not obligated to meet with a vendor even if they are awarded on one of our contracts.

All bid opportunities and requests are published in the Daily Commercial Record and online via our IONWAVE system.

The general insurance requirements are workers' compensation, general liability and vehicle liability. The specific types and amounts of insurance required depends on the nature of the goods or services to be provided and will be specified in the bid.

Yes. State law requires construction contractors to provide a payment bond for contracts with a cost of $25,000 or more. Performance bonds are required for construction contracts with a cost of $100,000 or more.

For construction projects, bonds are required that are 5 percent of the amount typically.

The specific information on type and/or amount required will be specified in the bid.

Yes. We are required to maintain a current W-9 form on file for every vendor. And it is the responsibility of the vendor to ensure that the W-9 the district has on file is current.

Note: Per the IRS a W-9 is considered current as long as the information it contains and/or supplies is still true, accurate, and without change. The date that the form was signed has no bearing on if it is considered current or not. However, CFBISD may request a new W-9 with a current date at its discretion.

After all processes and evaluations are completed, everything is submitted to the School Board for approval on the date indicated in the bid. As soon as they are available all tabulations are published at Board Book to ensure public availability.

Purchasing cooperative vendors have been awarded through a specific purchasing cooperative which allows the District to make purchases without completing a separate bidding process.

Requirements to complete and include this form went into effect December 24, 2015, as a result of the passage of House Bill 1295. This form is required of Interested Parties who enter into qualifying contracts defined in HB1295. Failure to file this form with the Texas Ethics Commission will disqualify any qualifying contract and cause the District to dismiss any bid or proposal. Qualifying contracts are defined as: (1) requires an action or vote by the governing body of the entity or agency (school district) before the contract may be signed; or (2) has a value of at least $1 million. Purchase Orders, when issued as delivery orders in conjunction with an awarded bid or proposal, are considered contracts and qualify for disclosure under this requirement. Any bid or proposal awarded by the Carrollton- Farmers Branch ISD Board of Trustees will require the interested party to complete this filing online before purchases will be made under the awarded agreement, whether or not a separate contract document is executed. A sample Form 1295 is included in our procurement documents to make prospective vendors aware of this requirement. A completed Form 1295 is not required for:

• a sponsored research contract of an institution of higher education;
• an interagency contract of a state agency or an institution of higher education;
• a contract related to health and human services if:
  • the value of the contract cannot be determined at the time the contract is executed; and
  • any qualified vendor is eligible for the contract;
• a contract with a publicly traded business entity, including a wholly owned subsidiary of the business entity;
• a contract with an electric utility, as that term is defined by Section 31.002, Utilities Code; or
• a contract with a gas utility, as that term is defined by Section 121.001, Utilities Code.
