Audience for Guests Guidelines

In accordance with Board Policy BED(LOCAL), individuals who wish to address the Board of Trustees must complete a "Request by Guest for Audience with the Board of Trustees" form prior to the meeting. This form must be fully completed in order to participate in the Audience for Guests portion of the meeting.

Time Allotment

  • Speaking time will vary between 1 to 3 minutes, depending on the number of speakers. The Board President will determine the time allotment after receiving all speaker forms.
  • Stakeholders (e.g., current students, parents, employees, residents, property owners, and representatives of recognized school organizations or contracted businesses) will generally be allotted up to three minutes.
  • Non-stakeholders will be allotted up to one minute.
  • A total of 30 minutes is set aside for Audience for Guests during a regular Board meeting, unless otherwise specified on the agenda.
  • Groups of five or more individuals sharing the same viewpoint are encouraged to appoint a spokesperson to present on their behalf.

Presentation Process
During the Audience for Guests portion, individuals will be called to the podium in the order in which forms were received. Speakers are required to state their name and address; minors are exempt from providing their address.

Board Interaction
The Carrollton-Farmers Branch ISD Board Members do not respond to or engage in discussion with speakers on non-agenda topics during the meeting. However, the information shared may be considered by the Board for discussion at a later date.

Rules of Decorum
Proper decorum is required during Audience for Guests. Disrespectful behavior such as personal attacks, name-calling, and rude or slanderous remarks will not be tolerated. Those who are disruptive will be warned, and, if necessary, may be asked to leave the meeting or be removed with the assistance of law enforcement.

Complaint Policies
Audience for Guests is not intended for discussing individualized staff or personnel matters. Specific complaints must be addressed through the following formal processes:

  • Student Complaints: Students or parents should first discuss their concerns with relevant school personnel (e.g., teacher, principal). If unresolved, they may file a written complaint as per Board Policy FNG(LOCAL).
  • Staff Complaints: Employees should address concerns with their supervisor or appropriate administrator. If necessary, they can initiate the formal process by filing a written complaint as outlined in Board Policy DGBA(LOCAL).
  • Community Member Complaints: Community members should express concerns to the appropriate administrator for timely resolution at the lowest possible level. If not resolved, a formal complaint may be filed as per Board Policy GF(LOCAL).

The Board will deliberate only on complaints brought forward through the proper channels, as outlined in these policies.
